The Security Council on 19 November 2003 endorsed the "Road Map" towards a permanent two-State solution to the Israeli-Palestinian conflict and called on the parties to fulfil their obligations under the plan, in cooperation with the Quartet (European Union, Russian Federation, United States and United Nations).
As described in his Medal of Honor citation, he engaged "in almost daily combat with the enemy from 9 October to 19 November 1942," personally shooting down "23 Japanese planes" and damaging others "so severely that their destruction was extremely probable.
