Rosen pointed to the 20th amendment of the US Consitution, which provides that the president and vice president's term begins at noon on January 20th.
The 20th Amendment specifies that the terms of office of the president and vice president "shall end at noon on the 20th day of January.
That changed with the 20th Amendment, ratified in 1933.
