He lays down new laws and a constitution, which end the practice of selling bad debtors into slavery and make a compulsory reduction in all debts. The reforms also include opening the Assembly to the lowest classes, the codification of the law, democratic reforms in the law courts, and a system of appointment to office by the drawing of lots amongst all citizens. |
