Allen, Francis A (1919– )

US legal educator and criminal justice consultant. Allen chaired the Committee on Poverty and the Administration of Federal Criminal Justice during the Kennedy Administration and was a member of the National Institute of Law Enforcement and Criminal Justice, 1974–78.

A leading authority on criminal law and juvenile delinquency, Allen drafted the modern Illinois Criminal Code in 1961. He was Dean of the University of Michigan Law School, 1966–71 and named professor emeritus in 1986. He joined the faculty of the University of Florida in 1986. He was the author of the Decline of the Rehabilitative Ideal (1981) and other books.
