He made his England debut soon after leaving Cambridge University where he was a Blue at both rugby and cricket. Although he was usually England's number one choice at fly-half, he was not widely considered as a world-class player until his authoritative performances on the 1989 British Lions tour of Australia, which he had joined as a replacement. Having remodelled his goal kicking technique, he became a prolific points scorer, with a record 30 points in one game against Canada in 1994. In 1995, he scored all of England's 24 points in their Grand Slam decider with Scotland.

He retired from international rugby after the 1995 World Cup, but came back in 1997. His 76 appearances were a record for a stand-off when he retired. After his retirement in 1999, he continued as director of rugby at Newcastle until August 2006 when he was appointed by the Rugby Football Union to the post of Director of Elite Rugby, overseeing all aspects of representative rugby in England.
