Barbour, Philip Pendleton (1783-1841)

US jurist and political leader. He served as Speaker of the House in the US House of Representatives 1821-23. A strong supporter of states' rights, he was appointed federal district judge by President Jackson 1830. He served on the US Supreme Court 1836-41, consistently ruling in favour of the prerogative of the states over federal authority.

Born in Barboursville, Virginia, Barbour studied law and briefly practised in Kentucky before returning to Virginia and beginning a political career.
