In discussing the agenda, some delegations opposed the inclusion of certain items, as follows: situation in Kampuchea (opposed by USSR, Cuba, Bulgaria); situation in Central America (Guatemala); question of the Comorian island of Mayotte (France); situation in Afghanistan and its implications for international peace and security (Afghanistan, USSR, Bulgaria); and questions of the Malagasy islands of Glorieuses, Juan de Nova, Europa and Bassas da India (France).
