Lieutenant Gregg Marcantel of the Bernalillo County, New Mexico, Sheriff's Department--who also went to New Orleans to help out--personally knew of at least 18 boat owners who were working in cooperation with his police unit. In February 2004, COEP staff worked with the South Valley Partners for Environmental Justice (a nonprofit partnership between Bernalillo County, the Rio Grande Community Development Corporation, and the COEP) and Amigos Bravos--Friends of the Wild Rivers to provide a three-part training course to staff at the local Indio-Hispano Academy of Agricultural Arts and Sciences. Kmiec, chairman and professor of constitutional law at the Pepperdine University School of Law, said crosses on the seals in Stow, Zion and Bernalillo County were part of an overwhelming amount of religious imagery. |
