Bingham, Thomas

English lawyer, Master of the Rolls from October 1992. A High Court judge from 1980, on the Court of Appeal from 1986; author of the Bingham Report 1992 on the Bank of England's role in the BCCI affair.

Bingham became a QC in 1972 and a crown court recorder in 1975. He produced a report 1978 on the violation of trade sanctions against Rhodesia by oil companies, and was a member of the Home Office advisory panel on the cases of Arabs detained without trial during the Gulf War 1991. He is perceived as a cautious reformer.
