Butler, Richard Austen (1902–1982)

British Conservative politician. As minister of education 1941–45, he was responsible for the 1944 Education Act that introduced the 11-plus examination for selection of grammar school pupils; he was chancellor of the Exchequer 1951–55, Lord Privy Seal 1955–59, and foreign minister 1963–64. As a candidate for the prime ministership, he was defeated by Harold Macmillan in 1957 (under whom he was home secretary 1957–62), and by Alec Douglas Home in 1963.

Butler was born in India, the son of an administrator, and he was educated at Marlborough and Cambridge University. He was elected member of Parliament for Saffron Walden, Essex, in 1932.
