954(c)(6) can cause double counting of E&P for related CFCs that have inter-company loan transactions, if the CFC obligor accrues (but does not pay) related-party interest on the loan transaction (due to the interaction of the provision with Sec. HFCs have been widely adopted by urethane foamers as an "ozone-friendly" alternative to HCFCs, which replaced ozone-damaging CFCs. With these pledges, production of more than 100,000 tons of CFCs will be eliminated each year, and the use of CFCs in developing countries will end. |
