Chelmsford, Frederick John Napier Thesiger, 1st Viscount Chelmsford (1868–1933)

English colonial administrator. In Australia, he was governor of Queensland 1905–09 and of New South Wales 1909–13. He was viceroy of India 1916–21, and was briefly First Lord of the Admiralty in 1924.

In 1925 he produced jointly with E S Montagu, the secretary of state, a report on constitutional progress in India, recommending a limited application of representative government, which was introduced in 1919.
