The North Atlantic alliance is planning to upgrade the airfields and infrastructure at Termez and Chirchik (Uzbekistan), Chimkent and Almaty (Kazakhstan). The huge Moscow gas cartel, Gasprom, wants to swap these debts for equity in Azerbaijan's privatizing energy firms, while Lukoil, the largest Russian oil company, has recently used the debt lever to angle for a stake in the major Kazakh refinery at Chimkent. About seven minutes after takeoff, he said, the Saudi aircraft collided with the Kazakstan Airlines plane, an aircraft configured for cargo that had flown from Chimkent with 39 passengers and crew. |
