civil service

Body of administrative staff employed to carry out the policy of a government. Members of the UK civil service may not take any active part in politics, and do not change with the government. In the USA, federal employees are restricted in the role they may play in political activity, and also retain their posts (except at senior levels) when there is a change in administration.

I must say that in my experience, nothing stirs the passions of the foreign and civil services more than issues involving pay and benefits.
