Combs, Bert(ram) Thomas (1911–1991)

US Democratic governor. A lawyer, he served on General MacArthur's staff 1942–46, prosecuting Japanese war criminals. As governor of Kentucky 1959–63, he instituted a merit system for state employees and reformed election procedures.

He was born in Manchester, Kentucky. He practised law in Prestonburg, Kentucky. He also served as US Court of Appeals judge 1967–70.
