Smoke rises from the roof of a commercial strip mall in Sherman Oaks on Saturday. Property owners--many of them absentee landlords--on the community's main commercial strip, Whittier Boulevard, led the opposition, using the argument that cityhood would lead to higher taxes. He said the residential portion of West 11th Avenue - the blocks directly east of roughly Garfield Street - would essentially serve as a "pass-through" to the arterial's long commercial strip to the west. |
