| The Cold War officially ended in Paris in 1990, but the United States has continued to pursue a dual containment strategy based on three principles: dissuasion, reassurance and coercive non-proliferation. For five years, NATO has pursued this containment strategy under the assumption that the Taliban's ideology is repugnant to most Afghans. They also often fail to appreciate that the factors that limit the potential success of source remediation (insufficient characterization) may also limit the success of any proposed containment strategy. |
