Cross, Richard Assheton Cross, 1st Viscount Cross (1823-1914)

English Conservative politician. He was appointed home secretary in 1874 with a seat in the cabinet, and was responsible for carrying through much notable social legislation, including the Artisans' Dwellings Act of 1875 (known as the Cross Act) which provided for the first slum clearances; also the Factory Act 1875, and the Public Health Act 1875. He was made a viscount in 1886.

He first entered parliament in 1857 and in 1868 defeated William Gladstone, the Liberal candidate, in South Lancashire by 313 votes.
