Cutler, Lloyd Norton (1917-2005)

US lawyer. From 1946, he served on numerous national commissions. His most prominent post was as the chief counsel to President Jimmy Carter (1979-81).

Born in New York City, he became a partner in Washington, DC, law firms, dealing with everything from North African land-lease, Latin American liquidation, and civil rights to ethics, violence, Canada, and strategic forces. His association with Carter solidified his reputation as the consummate Washington ‘insider’.
