Optimist Youth Homes & Family Services is one of Southern California's largest treatment and education centers for at-risk and delinquent children. She also highlights the role the court performed in regard to dependent children, positioning that group as the objects of the court's work fully as much as the delinquent children who occupy most historians of juvenile justice. The legal fracas centers on a facility called Teen Ranch, which had been one of 35 "faith-based" groups contracting with Michigan's Family Independence Agency (FIA) to provide services to abused, neglected and delinquent children who have been placed in state care via the courts. |
