federationPolitical entity made up from a number of smaller units or states where the central government has powers over national issues such as foreign policy and defence, while the individual states retain a high degree of regional and local autonomy. A federation should be distinguished from a confederation, a looser union of states for mutual assistance. Contemporary examples of federated states established since 1750 include the USA, Canada, Australia, India, the Federal Republic of Germany, Malaysia, and Micronesia. The ratings of Helaba's outstanding Public Sector and Mortgage Pfandbriefe are based on the guarantees provided by Helaba's owners, the Savings and Giro Association Hesse-Thuringia (85%), the federal State of Hesse (10%, rated 'AAA') and the federal State of Thuringia (5%, rated 'AAA') in the form of a maintenance obligation (Anstaltslast) and deficiency guarantee (Gewaehrtraegerhaftung). PayCycle Plus includes email reminders, federal state and local tax calculations, direct deposit, insightful reports, electronic federal tax payments and filings, and pre-filled state tax forms (for the few states that require original forms, PayCycle provides the numbers and tells small businesses exactly where to put them). Standard & Poor's also expects to assign its triple-'A' rating to the new bank once it is established, assuming it will be a public law bank, which will benefit from Gewaehrtaegerhaftung (statutory guarantee) and Anstaltslast (maintenance obligation) on a joint and several basis from its direct owners, the federal State of Baden-Wuerttemberg, the savings bank associations of Baden and Wuerttemberg, and the City of Stuttgart. |
