The campaign bore fruit when Mao's successor, Hua Guofeng, along with the State Council, including senior leaders such as Deng Xiaoping, decided on demographic targets that would curb the nation's high fertility rates. Not all such leaders were inspired choices (Hua Guofeng and, in the case of the Soviet Union, Konstantin Chernenko come quickly to mind), and not all remained in their new posts for very long. After Mao's death, the Chinese Communist regime cannot have firm control in all parts of China; neither Hua Guofeng nor Deng Xiaoping, or any of the other leaders has that ability. |
