Herbert, Hilary Abner (1834-1919)

US secretary of the navy. As a confederate officer he fought in numerous Civil War battles (1861-64). He became a congressman (1877-93) and the secretary of the navy (1893-97), and promoted the construction of battleships and torpedo boats. Herbert was born in Laurens, South Carolina.
