Hill, Rowland (1795-1879)

English Post Office official who reformed the postage system with the introduction of adhesive stamps. His pamphlet Post Office Reform (1837) prompted the introduction of the penny prepaid post in 1840 (previously the addressee paid, according to distance, on receipt).
