The recently deceased president of Kosovo, Ibrahim Rugova, had a consistent vision of independence for his people. In a single, open ballot, the Assembly overwhelmingly elected Ibrahim Rugova, head of the Democratic League of Kosovo, as President of Kosovo, and Bajram Rexhepi of the Democratic Party of Kosovo as Prime Minister. The Albanians of Kosovo had been stripped of their political rights and civil status by Slobodan Milosevic in 1989; but under the leadership of Ibrahim Rugova, they began to practice an exemplary policy of disciplined civil disobedience and nonviolence, a policy without precedent in twentieth-century Europe. |
