BEHIND THE SCENES: Tufts was the first institution of higher education in the country to develop an environmental policy statement, and in 1990 officially convened an international conference at which the "Talloires Declaration"--the first official statement on environmental sustainability in higher education--was drafted and signed. 98-16 provided that an individual was a career employee if he or she was eligible to participate in one of several types of retirement plans, eligible for reduced tuition (with certain exceptions) or otherwise classified by the institution of higher education as a career employee.
