Kemp, Jack French (1935– )

US congressman and secretary of housing and urban Development 1989–93, under President Bush. A conservative Republican, Kemp championed supply-side economics and urban enterprise zones, co-authored the 1981 Kemp–Roth tax-cut bill, and ran unsuccessfully for the 1988 Republican presidential nomination.

Born in Los Angeles, California, he was a professional football quarterback for 13 seasons 1957–69, primarily with the San Diego Chargers and the Buffalo Bills. He was elected as a representative from the state of New York in 1970.
