| Experience in damage control and neutralization of the effects of large-scale accidents and natural disasters in Chernobyl, Spitak, Kirovakan, and Leninakan shows that the breakdown of emergency rescue assets is as follows: CBR, engineer and other troops and services, 50 percent to 60 percent; civil defense formations, 20 percent to 25 percent; and departmental emergency rescue and support subunits, 15 percent to 20 percent. However, Kirovakan sits closer to the presumed epicenter than Leninakan, creating a puzzle that seismologists hope to solve with data taken by the 20 seismographs they brought to Armenia. |
