The Turkish state had a perfect right to employ force to put down the Kurdistan Workers' Party, a violent ethnic Kurdish movement that came into existence in the mid-1980s to articulate some long-held Kurdish grievances, but the state also has an obligation to solve the initial problems that gave rise to the conflict.
