| VAN NUYS -- During Connie Gibson's 15 years as principal, Lemay Street Elementary has been named a California Distinguished School and a Title 1 Academic Achievement campus. Inspired by the ideas and vision of Billy Mitchell, giants such as Arnold, Chennault, Kenney, and LeMay developed innovative uses of airpower here at the Air Corps Tactical School. Federal Department of Foreign Affairs and International Trade spokesperson Andre Lemay says if government supports industry it may be construed as a form of guarantee or subsidy, which would not be legal under NAFTA or the World Trade Organization. |
