The passenger and cargo ships of a country. Cargo ships include tramps, tankers, container ships, and bulk carriers, categorized by capacity, weight, and dimensions. Most shipping is owned by private companies. To circumvent national regulations on safety and employment, many ships are registered under ‘flags of convenience’, that is, flags of countries that do not have such rules. During wartime, merchant shipping may be drafted by the national government for military purposes.
