Morgenthau Plan

Proposals for Germany after World War II, originated by Henry Morgenthau Jr (1891–1967), US secretary of the treasury, calling for the elimination of war industries in the Ruhr and Saar basins and the conversion of Germany ‘into a country primarily agricultural and pastoral in character’. The plan had already been dropped by the time the Allied leaders Churchill, Roosevelt, and Stalin met at Yalta February 1945.
