Morley-Minto reformsMeasures announced in 1909 to increase the participation of Indians in their country's government. Introduced by John Morley (1838–1923), secretary of state for India, and Lord Minto (1845–1914), viceroy of India, they did not affect the responsibility of government, which remained in British hands, but did give Indians wider opportunities to be heard.
