Mwinyi, Ali Hassan (1925– )

Tanzanian socialist politician, succeeding Julius Nyerere as president 1985–95. He began a revival of private enterprise and control of state involvement and spending, and also instituted a multiparty political system in 1995. However in October he lost the first free presidential elections, and was succeeded by Benjamin Mkapa.

Educated in Zanzibar and in the UK, Mwinyi qualified as a schoolteacher and later joined the civil service. He entered the Tanzanian cabinet in 1970 as minister of state, resigning in 1977 after a political scandal. After rejoining the cabinet in 1982, he was appointed vice president in 1984. He was confirmed as president after Nyerere resigned in 1985.
