Net abuse

In computing, action that upsets participants in Usenet. Common forms include spamming (advertising), crossposting (sending the same message to several groups), scams (financial frauds), and attempts to rig or prevent discussions. In theory, Internet Service Providers (ISPs) can punish Net abuse by blocking access to the Net, but in practice this sanction is very rarely invoked as the offender merely finds a new ISP.
