proportional tax

Tax such that the proportion or percentage paid in tax remains constant as income of the taxpayer changes. This contrasts with regressive tax where the proportion paid falls as income increases, and progressive tax where the proportion paid increases. Value-added tax is often said to be an example of a proportional tax.
