Rapacki Plan

Proposal put to the United Nations 2 October 1957 by Polish foreign minister Adam Rapacki, for a zone closed to the manufacture or deployment of nuclear weapons in Poland, Czechoslovakia, East and West Germany. The ban was to be enforced by NATO and Warsaw Pact observers. The USA and Britain rejected the plan because it gave the USSR advantages owing to its superiority in conventional forces.
