Reagan doctrine

US foreign policy which, during the presidency of Ronald Reagan 1981–89, stressed the potential threat of the USSR. It also provided economic and military support for anticommunist, authoritarian regimes (for example, El Salvador) while attempting to undermine and destabilize left-wing governments (for example, Nicaragua).

This 1983 address was a precursor to the Reagan Doctrine that he announced in his 1985 State of the Union address.
He describes the lack of "coherence to the Reagan Doctrine" primarily because "there never was [italics in original] an actual Reagan Doctrine.
The Heritage Foundation was also the primary creator and advocate of the Reagan Doctrine in the 1980''s and the early 1990''s.
