Reyes, Rafael Prieto (1850–1921)

Colombian dictator and president 1904–09. After his election he assumed dictatorial powers and vigorously embarked on a programme of national economic reform that strengthened the country's infrastructure.

Although his administration was considered effective, his repression of the opposition and his creation of constitutional changes provoked increasing apprehension. His attempts to conclude a treaty with the USA recognizing Panama's independence ultimately spawned a crisis that led to his resignation.

Reyes entered into politics under the dictator Rafael Núñez. He served as interior secretary, ambassador to France, and as a member of the Pan-American Conference in Mexico 1902–03. He also played an active role in the attempt to secure redress from the USA for its part in the Panamanian Revolution of 1903.

Reyes was born in Santa Rosa, New Granada. For several years from 1874 he and his two brothers explored the Colombian Amazon basin. On his return, Reyes joined up with the conservative military forces.
