ScoutsWorldwide youth organization that emphasizes character, citizenship, and outdoor life. It was founded (as the Boy Scouts) in England in 1908 by Robert Baden-Powell. His book Scouting for Boys (1908) led to the incorporation in the UK of the Boy Scout Association by royal charter in 1912. There are some 25 million members of the World Organization of the Scout Movement (1998).
