Loan with an interest rate below the commercial rate. Soft loans are often offered by governments to stimulate economic growth in a targeted manner. This might involve offering soft loans to companies operating in specific industries or geographical areas. Soft loans are also made to developing countries by developed countries and by special organizations, such as the World Bank.
