Staats, Elmer B(oyd) (1914- )

US government official and foundation executive. He ended his tenure 1939-53 and 1958-66 at the US Bureau of the Budget as deputy director. As US Comptroller General 1966-81, he introduced modern management techniques, including data processing, to government. He later became president of the Harry S Truman Scholarship Foundation in 1984.

He was born in Richfield, Kansas.
