Stoutt, Hamilton Lavity (1929–1995)

British Virgin Islands centre-right politician, chief minister 1967–71, 1979–83, and 1986–95. He became leader of the Virgin Islands' Party (VIP) and the territory's first chief minister in 1967, but lost power to the United Party (UP) in 1971. Appointed minister for natural resources and public health in 1975, and re-elected as chief minister in 1979, he was in opposition to Cyril Romney's administration from 1983. He regained office in 1986 and election as chief minister in 1990 and 1995. Stoutt promoted the tourist industry, and introduced tougher regulation of the offshore financial sector 1990–91 to counteract its abuse by drug traffickers.

On Stoutt's unexpected death in May 1995, the deputy chief minister, Ralph O'Neal, took over as chief minister and finance minister.
