Welsh Labour politician who was influential in negotiating the UK's entry into the European Economic Community.

After service in World War II he became a journalist, and was elected Labour MP for Dundee East in 1952. Between 1964 and 1967 he held office as minister of state at the Foreign Office and as chancellor of the Duchy of Lancaster. In 1967 he entered the Cabinet as secretary of state for Commonwealth Affairs and then became minister without portfolio in 1968, and chancellor of the Duchy of Lancaster again in 1969. Strongly in favour of British membership of the European Economic Community, he was responsible for negotiations for British entry between 1968 and 1970. In 1972–73 he was chairman of the Labour Committee for Europe, and in 1973 he became one of the UK's two nominees on the Commission of the European Communities, with special responsibility for regional policy. His term of office expired in 1977.

He was educated at Grove Academy, Dundee.
