Valuev, Petr Aleksandrovich, Count (1814–1890)

Russian politician who served under Tsar Alexander II. As minister of the Interior, 1861–68, and chairman of the Committee of Ministers, 1877–81, he played an important part in Alexander's programme of internal reforms, particularly by helping establish the zemstvo (regional councils). However, his proposal for a consultative assembly of partly elected and partly appointed members was never implemented.
