1454AyutthayaTrailok, King of Ayutthaya (in modern Thailand), institutes Sadki Na grades which fix the permissible size of land-holdings for any individual on the basis of the number of ‘dignity marks’ they hold. The effect is to establish a new social settlement and abolish landlessness.
14 August 1834UKThe Poor Law Amendment Act in Britain revises the provision of relief to the unemployed and elderly, establishing workhouses where conditions are to be made hard in order that only the truly needy will submit themselves to them.
1 May 1883GermanyChancellor Otto von Bismarck introduces a state sickness insurance scheme in Germany to lessen the appeal of socialism to the working classes.
1 January 1909United KingdomThe first old-age pensions are paid out by the government in Britain.These are noncontributory: the payment is small and made on a restricted basis at the age of 70.
1940USASocial security payments start in the USA. The first cheque is for $22.54.
1940UKPeople are entitled for the first time to supplementary benefits in the UK, when the Old Age and Widows' Pensions Act is introduced.
21 February 1940UKLegislation is passed to entitle British women to receive an old age pension at the age of 60.
1944UKFamily Allowance is introduced in the UK: it is a state payment to mothers for each child.
1 September 1997USAWisconsin introduces a welfare program called ‘Wisconsin Works’ or ‘W2’. The program assumes that every welfare claimant is capable of some type of work and eliminates automatic welfare entitlement. Wisconsin is the first state to do so.
