Zimmerman, Arthur (1864–1940)

German politician. As foreign secretary, he sent the notorious Zimmermann Telegram to the German minister in Mexico in January 1917. It contained the terms of an alliance between Mexico and Germany, by which Mexico was to attack the USA with German and Japanese assistance in return for the ‘lost’ states of New Mexico, Texas, and Arizona. Publication of the message in March 1917 finally brought the hesitant USA into the war against Germany, and Zimmermann ‘resigned’ shortly afterwards.

Zimmerman was born in East Prussia. After diplomatic service in China, he directed the eastern division of the German foreign office from 1904 until his appointment as foreign secretary in 1916.
