| McDonald does not take up the various suggestions for institutional reform of the presidency, such as cabinet government under a quasi-parliamentary system (which was popular with some reformers, such as Lloyd Cutler, in the 1980s). These interdepartmental committees, the Officeof Economic Opportunity, which was put in the White House staff for a very long time, didn't happen just because Johnson thought that was a swell idea, getting kind of bored with cabinet government and that sort of thing. |
