congress systemDeveloped from the Congress of Vienna (1814-15), a series of international meetings in Aachen, Germany, in 1818, Troppau, Austria, in 1820, and Verona, Italy, in 1822. British opposition to the use of congresses by Klemens Metternich as a weapon against liberal and national movements inside Europe brought them to an end as a system of international arbitration, although congresses continued to meet into the 1830s. |

It is perhaps unsurprising that to date neither township leaders nor the people's congress system have expressed enthusiasm for direct township leader elections. |
