credentials

Instruments which an ambassador, envoy, or other diplomatic agent receives from their own government authorizing them to appear in their diplomatic character and defining their powers. The credentials are usually in the form of a closed letter of credence addressed to the sovereign or head of the government of the state to which the officer is accredited.
